James Joseph Bulger Jr., known to the world as Whitey, ruled the streets of Boston and Somerville with a mix of terror and political protection. Born on September 3, 1929, he built the Winter Hill Gang into a powerful Irish-American crime syndicate that dominated organized crime in the region for decades. His reign ended not with a surrender but with a disappearance. On December 23, 1994, former FBI agent John Connolly tipped him off about an impending RICO indictment, sending Bulger underground for sixteen years while he remained the most wanted fugitive in America behind only Osama bin Laden. Authorities later uncovered a dark arrangement where Bulger acted as an informant starting in 1975. He fed intelligence on his rivals, the Italian-American Patriarca family, directly to Connolly. In exchange, the FBI largely ignored the violent activities of the Winter Hill Gang, allowing Bulger to expand his operations in extortion, loan sharking, and drug trafficking without interference. When the press exposed this corruption in 1997, it embarrassed federal agencies and sparked multiple investigations into government misconduct. Bulger finally surfaced in 2011 outside a Santa Monica apartment complex alongside his girlfriend, Catherine Greig, after a massive manhunt.
