Two years after the Riddler's flood drowned Gotham in chaos, the city remains a shattered landscape of ruined infrastructure and exposed corruption. Bruce Wayne has evolved from a vengeance-fueled vigilante into something more complicated, but his transformation is far from complete. As Gotham struggles to rebuild, a new wave of brutal murders targets the remnants of its power structures, forcing Batman to confront secrets buried deep within Arkham Asylum and the city's founding families.

Matt Reeves returns to direct this second installment of his planned trilogy, with a script co-written by Mattson Tomlin. The film expands Gotham's underworld with the introduction of Harvey Dent, played by Sebastian Stan, and his wife Gilda, portrayed by Scarlett Johansson. Colin Farrell reprises his role as the Penguin, now a rising crime lord operating from the Iceberg Lounge. The cast also includes Charles Dance as Charles Dent, Brian Tyree Henry in an undisclosed role, and Barry Keoghan as the Joker.

Production began in March 2026 after multiple delays while Reeves meticulously refined the screenplay. The Batman: Part II opens on a Gotham still reeling from the catastrophic flood that ended the first film. The waters have receded, but the damage is everywhere. Mayor Bella Real struggles to hold the city together as crime syndicates fight for control of the vacuum left by Carmine Falcone's death.

Bruce Wayne has changed. He no longer operates purely from a place of vengeance. The revelations about his father Thomas Wayne's hidden past forced him to question everything he believed. Now he patrols the streets with a clearer sense of purpose, but the weight of his family's legacy still presses down on him. Alfred remains his anchor, though their relationship is strained by the secrets that came to light.

A series of murders begins to target Gotham's remaining power brokers. Unlike the Riddler's elaborate puzzles, these killings are direct and brutal. The victims include a city councilman, a judge, and a prominent businessman. Each crime scene contains a single clue pointing to Arkham Asylum. Batman and Lieutenant James Gordon, now more trusted within the GCPD but still fighting a broken system, follow the trail into the asylum's dark history.

Harvey Dent arrives as Gotham's new district attorney. Charismatic and idealistic, he believes the law can fix what Batman cannot. His wife Gilda supports his ambitions, while his father Charles Dent represents the old guard that Harvey wants to leave behind. Harvey's presence creates tension with Batman's extrajudicial methods. Can the system truly be saved from within, or does it need a symbol outside the law?

Oz Cobb, the Penguin, has risen from Falcone's lieutenant to a major power in his own right. He operates from the Iceberg Lounge, a nightclub that fronts his expanding criminal empire. He plays both sides, selling information to the police while consolidating his territory. His survival instincts are sharp, and he knows the chaos of the flood created opportunities he never had before.

The investigation leads Batman deep into Arkham's forgotten corridors. He discovers records of experiments, cover-ups, and connections between the asylum and Gotham's founding families. The Joker remains locked in his cell, but his presence looms over the narrative. He offers cryptic observations that may or may not be manipulation. The deeper Batman digs, the more he realizes the conspiracy reaches back generations, implicating the Wayne family in ways he never imagined.

New allies and enemies emerge. Brian Tyree Henry appears as a character rumored to be Detective Bullock or Lucius Fox. His role remains unclear, but he brings a grounded presence to the story. Sebastian Koch plays an undisclosed character whose significance grows as the plot unfolds.
