    Garrison, New Jersey, is a small town with a peculiar nickname: Cop Land. It is home to hundreds of NYPD officers who exploit a residency loophole, living there while technically serving as auxiliary transit cops. The town is run by Lieutenant Ray Donlan, a corrupt veteran who oversees a network of dirty cops from the 37th Precinct. Sheriff Freddy Heflin, a local hero who lost his hearing in one ear rescuing a young woman from a car crash, is the town's nominal law enforcement. But Freddy is a paper sheriff, turning a blind eye to the officers' misdeeds in exchange for their grudging acceptance.

    The fragile balance shatters when Officer Murray Babitch, a young cop nicknamed Superboy, kills two unarmed Black teenagers on the George Washington Bridge during a traffic stop. Panicked, Babitch calls Donlan, who orchestrates a cover-up. Donlan stages Babitch's suicide by throwing a car off a bridge, but Babitch is secretly hidden away in a safe house. Internal Affairs investigator Lieutenant Moe Tilden arrives in Garrison, suspecting the cover-up. He approaches Freddy, hoping to turn him into a witness, but Freddy refuses, still loyal to the men he admires.

    As the investigation intensifies, cracks appear in the corrupt brotherhood. Officer Gary Figgis, Donlan's right-hand man, grows disillusioned with the violence. Joey Randone, Liz's husband, also begins to question Donlan's methods. Freddy, meanwhile, is forced to confront his own complicity. He has spent years enabling criminals, and his quiet existence is threatened when Donlan's men start eliminating loose ends.
