Li Qiang's record is measured in offices held rather than trophies won, and by that measure it is close to the top of what Chinese politics offers. He is the second-ranking member of the Politburo Standing Committee, which puts him one step below Xi Jinping in the formal hierarchy, and he is the eighth premier in the history of the People's Republic. Before that he ran Shanghai, Zhejiang and Jiangsu, three of the most economically significant provinces and cities in the country. Few officials in the current leadership have held such a continuous run of high-stakes executive posts. His rise from a county-level party secretary in Yongkang in 1996 to the premiership in 2023 spans nearly three decades of steadily increasing responsibility, and it happened without the kind of public drama that usually accompanies a climb to the top of Chinese politics.
