Jiang Zemin's record rests on the scale of the transformation he presided over rather than on trophies. He took office in the aftermath of a crackdown that had isolated China diplomatically, and by the time he stepped down the country had joined the World Trade Organization, absorbed the return of Hong Kong and Macau, and moved a large part of its industrial base out of direct state ownership. The Three Represents, written into the party constitution in 2002, changed who the party said it represented, a doctrinal shift that outlasted his tenure. The centenary of his birth in August 2026 was marked at the highest level of the state, with a gathering led by Xi Jinping, a twelve-part documentary, commemorative coins and stamps, and a published selection of his foreign-policy writings. Few twentieth-century leaders have their record re-examined by their successors on that scale, and the fact that the examination was contested abroad as much as it was celebrated at home says something about the period he governed.
