The focus is a person walking a small white dog in the rain. They are holding a colorful umbrella, contrasting with the dark, muted tones of the other people walking with umbrellas. The mood is somewhat somber and atmospheric, with a touch of whimsy from the bright umbrella and the dog. The artist's signature "Pete Rumney" is visible in the lower right corner.
