Judy Hopps, a small rabbit from rural Bunnyburrow, has always dreamed of becoming a police officer in the bustling city of Zootopia. Upon arriving in Zootopia, she is assigned to parking duty by Chief Bogo, a no-nonsense cape buffalo who doubts her abilities. Determined to prove herself, Judy jumps at a chance to solve a high-profile case: the disappearance of Mr. Otterton, a predator.
Her investigation leads her to Nick Wilde, a clever fox who runs various scams in the city. Judy blackmails Nick into helping her by recording his tax evasion. Together, they follow clues to the mysterious Mr. Big, a tiny shrew who runs a crime syndicate, and later to a nudist colony run by a yak named Yax. They discover that Mr. Otterton and other missing predators have gone savage, reverting to primal, aggressive behavior. This phenomenon is linked to a flower called Night Howlers.
Judy and Nick trace the Night Howlers to a hidden laboratory where they find Mayor Lionheart secretly imprisoning the savage predators, trying to find a cure without causing panic. However, before they can reveal this, Judy makes a careless remark at a press conference, blaming predator biology for the savagery. This sparks widespread fear and discrimination against predators across Zootopia. Feeling guilty and betrayed by her own prejudice, Judy resigns from the force. She returns home to Bunnyburrow, where she discovers that Night Howlers are not wolves but a toxic flower that causes the savage behavior. Realizing the truth, she rushes back to Zootopia to find Nick and make things right.
