Queenan grew up in the tough streets of Boston and joined the Massachusetts State Police decades before the events of the film. He rose through the ranks to become captain of the Special Investigations Unit, where he focused on taking down organized crime syndicates. The character draws from real Boston police veterans and from Superintendent Wong in the Hong Kong film Infernal Affairs.
