The year is 2113. Japan has been transformed by the Sibyl System, a vast network of scanners that continuously monitors the mental states of every citizen. Each person's emotional disposition, stress level, and criminal intent are quantified into a single number: the Psycho-Pass. When that number exceeds a threshold, the individual is flagged as a latent criminal and may be arrested or killed without trial. The system promises a crime-free society, but its methods raise uncomfortable questions about freedom and justice.

Inspector Akane Tsunemori is a fresh-faced graduate assigned to Division 1 of the Public Safety Bureau's Criminal Investigation Department. She quickly learns that the line between enforcer and criminal is thin: her colleagues include Enforcers, themselves latent criminals who hunt down others like them. Among them is Shinya Kogami, a former inspector driven by a personal quest for vengeance against a man who outsmarted the system. Other team members include analyst Shion Karanomori, calm Enforcer Sho Hinakawa, and later Inspector Mika Shimotsuki, whose rigid faith in the system contrasts with Tsunemori's growing doubts.

The first season pits Tsunemori and her team against Shogo Makishima, a charismatic and intelligent antagonist who exists outside the Sibyl System's detection. Makishima orchestrates violent provocations designed to expose the system's flaws, forcing Tsunemori to confront the possibility that absolute order may be as dangerous as chaos. Season 2, set a year and a half later, introduces Kamui Kirito, a criminal who can hide his Psycho-Pass entirely, using psychological manipulation to challenge the system from within. Season 3 shifts focus to a new protagonist, Arata Shindou, a special investigator with the ability to read crime scenes by sensing the emotions of those involved. Alongside Kei Mikhail Ignatov, he uncovers a shadowy organization called the Bifrost Group, which uses a predictive algorithm to manipulate global events, threatening the Sibyl System's dominance.
