Ku's operation involves smuggling Chinese immigrants into the country and then exploiting them for forced labor. The trail begins when a ship carrying refugees arrives at the port, and a fire on a fishing boat leads Riggs and Murtaugh to a counterfeit currency operation. As they dig deeper, they cross paths with Detective Lee Butters, a hyperactive young cop who happens to be engaged to Murtaugh's daughter Rianne. Butters is eager to prove himself, though his loud mouth and unorthodox methods often create more problems than they solve.

The investigation takes a personal turn when the triad targets Murtaugh's family. Leo Getz, now a private investigator, resurfaces with information about the triad's inner workings, though his usual antics add a layer of chaos. Riggs and Murtaugh discover that Ku is not just a smuggler but a cold-blooded enforcer who will kill anyone who threatens his operation. The detectives race to stop Ku before he can eliminate the refugees, who are potential witnesses. Along the way, they must navigate their own aging bodies, the intrusion of Butters into their lives, and the looming end of an era as Murtaugh's retirement approaches.
