    Ricky Coogan was once the star of a hit sitcom called Coog and Crew, but after the show got canceled due to a scandal involving a live chicken, his career hit rock bottom. Now he spends his days opening supermarkets, accompanied by his best friend and butler, Ernie. When his sleazy agent Bill Blazer offers him a lucrative deal to promote a new herbicide called Zygrot-24 for Zygrot Industries, Ricky jumps at the chance. The product is supposed to make crops grow faster, but environmental activist Julie suspects it's toxic. She boards the same flight to Santa Flan, a fictional South American country, determined to expose the truth.

    On the plane, Ricky also meets Skye Daley, a flight attendant played by Brooke Shields, who seems oddly fascinated by his fame. Upon arrival, Ricky, Ernie, and Julie are taken to a bizarre amusement park called Everything's Freaky. The park is run by Dr. Dick Brian, a former Zygrot scientist who was fired for unethical experiments. Dr. Brian now runs a freak show populated by humans he has mutated using Zygrot-24. The freaks include a bearded lady (Mr. T), a pinhead named Rosie, a living flame called The Eternal Flame, and a cowboy. Dr. Brian plans to add Ricky to his collection.

    Ricky is captured and subjected to a grotesque mutation machine that begins altering his body, giving him an elongated neck and a third eye. Ernie is transformed into a giant sentient eyeball, and Julie becomes a human-sized rat. The three must navigate the freak show, befriend the other mutants, and find a way to stop Dr. Brian before their mutations become permanent. As Ricky bonds with the freaks, he starts to question his shallow values and the exploitative nature of his Hollywood life. The freaks reveal they were once normal people tricked and deformed by Dr. Brian. Ricky faces a choice: escape back to his fame or help the freaks overthrow their captor.
