The neighborhood is filled with eccentric characters, including Victor's supportive but slightly bewildered parents and his skeptical classmates led by Elsa Van Helsing, whose father serves as the strict school principal.     Tragedy strikes on a stormy night when Victor and Sparky are walking home after a school event. A distracted driver speeds through the intersection, hitting the pair and killing Sparky instantly. Victor retrieves the body from the local scrapyard and takes it to his basement laboratory.
