The fictional Kameari Kōen-mae Police Box in Katsushika Ward, Tokyo, served as the chaotic home base for Kankichi Ryotsu, a police officer defined by his short temper and relentless pursuit of get-rich-quick schemes. Ryotsu, often called Ryo-san, would stumble upon fads or invent gadgets that promised fortune but invariably spiraled into absurd disasters involving local merchants, yakuza members, and eccentric neighbors. Despite owing money to everyone immediately after payday and constantly threatening to quit, he retained his job through sheer luck and the protective shield of his superiors.

Osamu Akimoto created this gag manga masterpiece in September 1976, launching it in Weekly Shōnen Jump where it ran for an unprecedented 40 years until September 2016. The series captured the zeitgeist of late 20th-century Japan by weaving real-world celebrities, technological shifts, and societal trends directly into its slapstick narrative. This unique blend of high-energy comedy and warm-hearted community stories turned the manga into a time capsule of Japanese pop culture.

Collecting 1,968 chapters into 201 tankōbon volumes, the work holds the Guinness World Record for the longest-running single-author manga series in history.
