When confronted, Barr is beaten into a coma by unknown assailants. In his hospital room, police find a note: "Get Jack Reacher!"
Jack Reacher, a former U.S. Army Military Police Major, now lives a nomadic existence. He learns of the shooting and arrives in Pittsburgh, initially believing Barr is guilty. But Helen Rodin, the young defense attorney, convinces him to investigate. Her father, District Attorney Alex Rodin, is running for re-election on a platform of swift justice and pressures the police to close the case quickly.
Reacher's investigation reveals discrepancies. The evidence seems too perfect, and a sniper of Barr's caliber would not have left such an obvious calling card. Reacher and Helen dig deeper, encountering a network of corruption involving a local construction company and a mysterious figure known as The Zec, who commands a crew of violent thugs. The Zec runs a human trafficking and forced labor operation using the construction sites as a front.
As Reacher gets closer to the truth, he and Helen are targeted. A tense confrontation at a gun range, a dramatic car chase through Pittsburgh, and a brutal fistfight in a secluded area follow. The bodies pile up, and the conspiracy widens, forcing Reacher to operate outside the law to protect Helen and uncover the truth.
