Cyberpunk 2077: Phantom Liberty
"A spy thriller set in the lawless district of Dogtown"
Overview
CD Projekt RED released this expansion on September 26, 2023, shifting the focus from street survival to a high-stakes espionage mission. You play as V after an orbital shuttle carrying the President of the New United States crashes inside Dogtown. This fortified sovereign zone falls under Arasaka control and feels distinct from the rest of Night City due to its dense verticality and heavy security presence.
The Federal Intelligence Service hires you to rescue the President before rogue factions or corporate mercenaries can capture her. Solomon Reed leads the operation while Songbird provides mysterious hacking support. The narrative explores themes of loyalty and betrayal through a branching story that alters the fate of the NUSA and your relationships with key allies.
Gameplay
New cyberware systems and perks tailored for stealth and espionage replace older mechanics. Players encounter advanced enemy AI and new vehicle combat options within the claustrophobic war zone of Dogtown. The Chimera tank serves as a major boss encounter requiring complex tactical approaches.
Development teams spent two years iterating on the Chimera boss fight alone. Designers redrew the asset four separate times to achieve the desired visual fidelity and mechanical complexity. This single encounter became one of the most time-consuming production elements in the studio's history.
Story
V enters a political web involving the FIA, NetWatch, and various power brokers vying for control. Idris Elba voices Solomon Reed while Ashly Burch plays the hacker Songbird. Their conflicting agendas drive the plot toward multiple endings that reshape the game world.
Lead developers worked backward from the brutal final choice to rewrite scenes repeatedly. They originally crafted a much darker and weirder epilogue before refining it for emotional impact. The team focused heavily on ensuring the player felt trapped in the conflict.
