Francisco Duque III

Francisco Duque III's career has been defined by service rather than trophies. He is one of only a handful of individuals to lead the Department of Health twice, and his tenure as Civil Service Commission chair oversaw the bureaucracy during a period of reform. While his pandemic leadership drew criticism, his earlier work on health policy earned him respect among peers. The graft trial, however, has cast a shadow over his legacy, making accolades a secondary concern.
