When a labor lawyer and family man named Robert Clayton Dean (Will Smith) accidentally ends up with a videotape showing the murder of a congressman, his life turns upside down. Robert Clayton Dean is a successful Washington, D.C. labor lawyer with a comfortable life, a loving wife Carla, and a young son. He's on the fast track at his firm, but his world shatters when he meets an old friend, wildlife photographer Daniel Zavitz, at a department store to pick up a Christmas gift. Zavitz has just witnessed the murder of Congressman Phillip Hammersley in a park, and he secretly slips the incriminating videotape into Dean's shopping bag before fleeing from NSA agents who are already on his trail.

The murder was orchestrated by NSA Deputy Director Thomas Reynolds, who feared Hammersley would expose the agency's illegal surveillance programs. Reynolds and his team, including the tech-savvy Krug and surveillance expert Pratt, use the agency's vast network of satellites, wiretaps, and data-mining tools to track Zavitz. When they corner him, Zavitz is killed, but the tape is missing. Reynolds quickly deduces that Zavitz passed it to Dean, and he unleashes the full force of the NSA to retrieve it.

Dean, who has no idea what he's carrying, becomes the target of a relentless campaign to destroy him. Reynolds uses his resources to frame Dean for murder and money laundering, planting evidence and manipulating records. Dean's bank accounts are frozen, his law license is threatened, and the media demonizes him. His marriage strains under the pressure, and he's forced to go on the run, pursued by both the NSA and local law enforcement.

Desperate and with nowhere to turn, Dean seeks out Brill, a reclusive former intelligence operative who lives in a hermetically sealed apartment in Baltimore, shielded from electronic surveillance. Brill, who was burned by the government years ago, initially wants nothing to do with Dean, but when the NSA's reach extends to his own safe haven, he agrees to help. Together, they must use Dean's street smarts and Brill's deep knowledge of surveillance countermeasures to outwit Reynolds and his team.

The film depicts the NSA's capabilities with chilling detail: satellite tracking, thermal imaging, and the ability to manipulate digital records. As Dean and Brill race against time, they uncover the extent of the conspiracy and plan a desperate gambit to expose Reynolds.
