Ssekandi's record is one of institutional longevity. He is one of the few Ugandans to have led both Parliament and the executive branch, serving ten years as Speaker and ten as Vice President. That combination is rare anywhere, and in Uganda's post-1986 political order it is unique to him. His decade in the Speaker's chair covered a period of major legislative change, and his two terms as Vice President placed him at the centre of government during a time of regional diplomacy and domestic reform. For a lawyer from Masaka, the arc is remarkable.
