Donald Tsang's career is marked by historic firsts. He was the first ethnic Chinese to serve as Financial Secretary of Hong Kong, and he holds the distinction of being the only Chief Executive to pass a constitutional reform package in the SAR's history. His decisive action during the 1997 financial crisis is studied as a case of bold government intervention. Though his later years were overshadowed by legal troubles, his early contributions to Hong Kong's stability remain a significant part of his legacy.
