Brown

Brown is a Massachusetts State Trooper who trained alongside Billy Costigan at the police academy, where they formed a friendship. He later works in the Special Investigations Unit (SIU) as a straight cop, uninvolved in the undercover operations targeting Frank Costello's crime ring.
