Zweites Deutsches Fernsehen, known simply as ZDF, launched on April 1, 1963, from Mainz to serve as the second pillar of German public broadcasting alongside ARD. The institution was created through a collective agreement among all German federal states to ensure every citizen had access to a nationwide television option free from direct commercial pressure. Funding relies primarily on mandatory broadcasting fees collected from households, supplemented by advertising revenue, a structure designed to protect editorial independence while fulfilling a public service mandate.

Under Director General Norbert Himmler, who assumed leadership in 2021 after being elected by the Television Council, the broadcaster has adapted to a rapidly changing digital landscape. While the daily news magazine heute debuted simultaneously with the channel's launch and remains a cornerstone of its schedule, the organization has recently pivoted toward aggressive streaming expansion. In September 2026, ZDF introduced more than 15 dedicated streaming channels under its new feature set, allowing viewers to access live and on-demand content across specific genres.

The network also extends its reach internationally through ZDF Studios, which sells formats like the reality show Neo Match Up to global markets and co-produces dramas such as the Croatian crime series Red Water. A significant strategic move occurred in July 2026 when ZDF partnered with ProSiebenSat.1 to merge their streaming services into a joint venture called Joyn, aiming to pool resources against global giants like Netflix.
