Network Rail is the organization that owns and maintains most of Britain's railway infrastructure, from tracks and signals to stations and bridges. It operates as a non-departmental public body of the Department for Transport, meaning it has no shareholders and reinvests its income back into the rail network. Its primary customers are the train operating companies (TOCs) that run passenger services and the freight operating companies (FOCs) that move goods, all relying on the infrastructure Network Rail manages. As of 2021, Network Rail was in the middle of a massive £38 billion upgrade program designed to cope with surging passenger numbers. Major projects include Crossrail, the electrification of key lines, and the modernization of Thameslink.
