Georgia Department of Corrections

In 1969, the Georgia General Assembly centralized the state's fragmented prison system under a single agency, creating the Georgia Department of Corrections. Before that, facilities were run by local sheriffs or the Board of Corrections with little coordination. Today, GDC is the fifth-largest state prison system in the country, managing over 50,000 inmates across 34 state prisons, 4 private facilities, and 23 transition centers.

Its headquarters sits on the quiet campus of the former Tift College in Forsyth, a private women's college that closed in the 1980s. The agency's $1.3 billion budget (FY2024) funds everything from GED classes and welding certifications to substance abuse treatment and reentry job placement. Commissioner Tyrone Oliver, appointed in 2022, leads a workforce of more than 10,000 employees.

GDC has faced serious challenges: a federal consent decree in 2010 (Cason v. Seckinger) forced improvements in medical and mental health care after years of overcrowding. Staffing shortages persist, with correctional officer vacancy rates exceeding 30% in 2022. Recent reforms include a Reentry Initiative providing state IDs and birth certificates before release, plus body-worn cameras for all officers. Despite ongoing scrutiny, the department continues to operate every day, housing death row at the Georgia Diagnostic and Classification Prison in Jackson.[edit]
