Established on October 1, 1998, the European Union Agency for Law Enforcement Cooperation operates from The Hague as a central intelligence hub rather than a direct police force. This specialized body supports national authorities across member states by facilitating information exchange and coordinating joint operations against serious international crime that crosses borders.

The organization evolved from the Europol Drugs Unit created in 1993 and functions under the supervision of the Council of the European Union while reporting to the European Parliament. Staff numbers exceed 2,000 employees including analysts and technical experts who work alongside liaison officers posted in third countries to maintain global cooperation networks.

Funding comes entirely from the EU budget supplemented by contributions from participating non-EU nations. The agency produces key publications such as the Annual Report on International Organised Crime Threat Assessment and the EU Terrorism Situation and Trend Report, which track evolving criminal tactics and threats facing the region.
