The Environment Agency operates as a non-departmental public body under the sponsorship of the UK government's Department for Environment, Food and Rural Affairs. Creation of the agency merged three predecessor bodies: the National Rivers Authority, Her Majesty's Inspectorate of Pollution, and waste regulation functions from local authorities.
