Bobby Bowfinger, a perpetually optimistic but financially strapped Hollywood producer, is on the brink of bankruptcy. His latest script, a sci-fi action thriller titled Chubby Rain, shows promise, but it requires a big-name star to secure the necessary financing. Bobby sets his sights on Kit Ramsey, the reigning king of action movies, whose career is currently overshadowed by his increasingly erratic and paranoid behavior, fueled by his involvement with a New Age cult called MindHead.

When Kit's agent dismisses Bobby's project outright, the desperate producer devises an audacious and highly unconventional plan: he will make the film without Kit's knowledge. By filming Kit secretly in public spaces using hidden cameras and long lenses, Bobby intends to capture genuine reactions that can be edited into the movie. This elaborate scheme requires a motley crew of aspiring actors and industry misfits, including Daisy, a naive starlet eager for her big break; Carol, a washed-up actress seeking a comeback; and a nervous sound technician. He assembles a ragtag team, including Daisy, an ambitious actress from Ohio willing to do anything for a role; Carol, a veteran actress desperate for a comeback; Dave, a shaky sound guy; and a couple of less-than-reputable characters hired for security. The crew's mission is to capture footage of Kit in various public locations, manipulating situations to provoke reactions that fit the script's narrative of an alien invasion.

The inherent absurdity of filming a movie without its star's knowledge forms the core of the comedy. Kit's paranoia, rather than being an obstacle, becomes an asset, as his suspicious glances and panicked reactions are perfect for the film's plot. The production faces numerous logistical challenges, including avoiding detection by authorities and managing the crew's own interpersonal dramas. Bobby's scheme escalates when he hires Kit's less confident, nerdy twin brother, Jiff, to stand in for Kit in scenes requiring two appearances or specific actions that Kit himself would refuse.

Meanwhile, Daisy finds herself drawn to Jerry Renfro, a producer who promises financing but whose true intentions are unclear. The film satirizes Hollywood's obsession with celebrity, the cutthroat nature of the industry, and the extreme measures individuals will take to achieve fame and success. Bobby's character embodies both the con artist and the true believer, driven by a genuine passion for filmmaking despite his deceptive methods.
