Billy

Billy Costigan grew up in South Boston, caught between two worlds. His father, William Costigan Sr., was a hardworking man who despised the local mob boss Frank Costello, while his uncle Jackie was a known associate of Costello. After his mother's death, Billy was largely on his own, shuttling between the rough Southie projects and the more affluent North Shore. This dual upbringing gave him a unique perspective and the ability to navigate both sides of the law.

Billy entered the Massachusetts State Police academy with a strong sense of justice, but his family ties to the underworld made him a target for recruitment.
