LA crime and $3,000 bail

Getting caught in LA clearly isn't the deterrent it's supposed to be. Robberies and pistol whippings go down in broad daylight, and when suspects actually get picked up, $3,000 bail puts them right back out. Same people, same crime, an hour later. Hard to argue LA isn't in a league of its own on this compared to the rest of America, because nobody seems to fear the consequences of robbing someone.
