    HR 6321 introduced by Maxine Waters buried a plan for federal digital dollars and digital dollar wallets inside a 2020 COVID relief bill. The proposal barely registered with the public. Questions remain on whether that plan was developed overnight or pre-existing for a specific timing.

    One of the things that happened in 2020, this was real, real, just kind of under the radar, was Maxine Waters, congresswoman at the time, put out a bill called H.R. 6321, the Financial Protections and Assistance for America's Consumers, State Businesses and Vulnerable Populations Act, which proposed creating a federal digital dollar and digital dollar wallets to speed up COVID-19 stimulus relief. James, where was that coming from? Do we think that the digital dollar idea just suddenly occurred? Oh, you know, I've just got this idea for a digital dollar and that'll be the way. And here's the here's the technological infrastructure that we'll have to implement in order to make this happen. And here's how it'll do. And we'll put it in this bill and shove it off, you know, and bury it in this bill that no one's going to read. Do you think that that's what happened? Or do you think that that was sitting, waiting in the wings for the right moment to insert it into the right piece of legislation? I tend to think the latter.
