Rubio keeps stacking sanctions on Cuba's government, the whole play being economic squeeze until the regime bends. That's the pressure track. Trump's take on where this lands is different: he says a deal between the US and Cuba is coming, and he doesn't see troops or an invasion happening. Cuba is failing very badly, in his words, and he wants to help it, wants it opened up to Americans. Cuban-Americans want to go back, he pointed out. Military action stays on the table for 47, never ruled out, but a diplomatic agreement is what he'd rather have. Reports on any actual military prep are thin.
