The plan to hand out $5,000 to every American adult hinges entirely on Republicans taking control of the House and Senate. Trump says he will issue what we are now calling the Trump dividend because tariff revenue is bringing in so much money that Democrats can't offer a similar proposal since they don't do tariffs. There is still no clarification from Trump on whether Congressional action is actually required for this distribution to happen. Senate Leader John Thune and Speaker Mike Johnson haven't explicitly endorsed the plan but both indicated it needs approval from Congress. The math gets tricky because most measures require 60 votes while pure reconciliation would only need 50 votes plus Vice President JD Vance to break a tie. This relies on increased revenue from tariffs being enough to fund the payments without any other legislative hurdles blocking the way.
