The Department of Transportation confirms that over 28,000 commercial drivers have been removed from roads for English violations since June 2025. Transportation Secretary Sean Duffy announced an emergency executive shutdown of 110 driving schools linked to more than 5,000 of these failures. Federal investigators are inspecting over 200 driving schools across 23 states regarding potential CDL fraud and unsafe licensing. The rule requiring operators to speak English to run a commercial motor vehicle is not new; it has been in place for decades and was not created by President Trump. Officials note the total scale of the issue is considerably bigger than the initial 5,000 driver figure.

Today what we are announcing is an emergency executive shutdown of 110 driving schools. So these are driving schools that account for 5,000 of the violations for English proficiency. What I mean by that is you have to speak English to operate a commercial motor vehicle. I didn't create that rule, President Trump didn't create that rule. That rule has been in place for decades.
