Offers of help from other countries to address the emergency caused by the devastating earthquake in Colombia are getting stuck when every minute counts. In Pereira, one of the cities most hit by the earthquake, a scene contradicts the official version of aid delivery. On a corner where a hotel for homeless people collapsed, nearly 500 neighbors formed a human chain to remove rubble with their hands. There was no police, there was no command, there was no army.
