a us fish and wildlife service officer named nielsen used a taser right beside a gas pump and the spark set off fuel vapors, igniting a flash fire that burned "chuck" coyl. the whole thing started when coyl and a friend went into havasu national wildlife refuge through an open gate to fish. nielsen ordered them out for trespassing, then followed coyl for roughly 20 minutes to a gas station where he demanded id for a misdemeanor citation. coyl ended up with severe burns and nerve damage, needed more than a month of physical therapy, and was never formally arrested or charged. department of the interior rules say officers are barred from deploying tasers near anything explosive or flammable, like right at a gas pump, so this was a clear violation from the jump.
