The makers of Grand Theft Auto, Vice City, say the game is only intended for people who are 17 and older. But nothing prevents a younger person from buying it over the internet, getting it second-hand, or just borrowing it. Already, the new game with realistic shoot-em-up graphics is sold out everywhere.
