Because the definition of something being wet is having water molecules attached to it. And when you say, is water wet, you're using the term water as a plural. You're saying water as a liquid substance in a container. You're not saying that is one singular water molecule wet. You're saying is water wet and water is other water molecules attached to other water molecules Therefore making water as a whole plural wet
