Fake parking meters scam

Police say the meters were fakes, planted around the city, and every coin drivers dropped in went to one guy. He kept it going for months, collecting the cash like it was a normal day's work. What finally ended it wasn't a driver catching on, it was city crews figuring out something wasn't right. A scam sitting right out in public the whole time, which is pretty bold.
