you can't regulate if there is no technology, so the whole setup for Germans taxing American companies feels like a trap. lots of German youth plan to launch startups but they're going nowhere because established firms refuse to risk money on unproven tech. without that willingness to gamble, these ventures just get crushed by US market leaders who actually move fast.
