🇱🇧 Lebanon has a strange displacement problem: people are returning home, but the number still displaced is rising again. More than 818,000 people have started going back. Yet as of September 9, over 333,000 were still displaced, up 1.2% in just over a week. And almost all of them are outside formal shelters. That is a bad sign.
