Hugh and Ulf are in a no-win situation, no matter how the War ends. Their very existence poses a threat to Targaryen rule simply because they aren't high-born. If they were allowed to live, it would create a massive risk down the line. The Targaryens have to uphold the narrative that only nobility can ride dragons, so leaving them alive isn't an option.
