The IDF's top commander in the West Bank reportedly acknowledged in a private forum that troops use different rules of engagement for Palestinians versus Jewish settlers , and he isn't apologizing for it. Major General Avi Bluth stated that soldiers are allowed to shoot Palestinians at or below the knee, a policy that does not apply to settlers.
