Whether that supply actually materializes is another question, because Ukraine keeps hitting the oil infrastructure Putin depends on. Since 2026 began, Russian refineries have taken 98 hits. Out of the country's 32 refineries, several have had to halt operations entirely or scale them back partway. Storage sites for fuel and the infrastructure used for exports have been wrecked too, and the oil sector absorbed roughly 30 strikes in July by itself. Inside Russia, diesel is already badly scarce. Sending more of it abroad to the US would only squeeze the domestic side harder.
